A key requirement for the new ICS2 ENS filing is an EORI number – the Economic Operators Registration and Identification (EORI) number. An EORI number is a common number used in Customs-related activities throughout the EU. All Economic Operators (EO), including Freight Forwarders and NVOCCs engaged in Customs-related activities, are required to register with an EU Member State for an EORI number.

The EORI number must be entered when making Entry Summary Declarations (ENS) and other Customs-related activities. Carriers will have to provide the EORI number starting June 1, 2024 – that’s six months before ICS2 goes into full effect at the House Bill of Lading level. From December 1, 2024, either the Destination or the Origin Forwarder/NVOCC will also have to provide an EORI number.

What is an EORI Number?

An EORI number is a unique identifier assigned by a Customs authority in the EU to businesses and individuals engaged in Customs activities. It streamlines the Customs process and ensures that businesses comply with EU regulations efficiently.

Who Needs an EORI Number?

Economic Operators (EOs) who are established in the European Union (EU) should obtain their EORI number from the EU member state where the company is established. EOs based outside the EU should register in the EU state to which they ship most frequently. This registration is then applicable throughout the EU.
You do not have to be a forwarder based in the EU to have one. Forwarders worldwide can register with EU Customs Authorities and receive an EORI. While origin forwarders can use their destination partner’s EORI, the recommended best practice is for origin forwarders worldwide to have their own EORI.
