The transition to ICS2 Release 3 is now complete. As of June 1, 2026, the final derogations have expired, and the Entry Summary Declaration (ENS) filing requirements are fully in force.

The completion of Release 3 marks the final stage of the European Union’s Import Control System 2 (ICS2) program. All applicable operators moving goods into or through the European Union, as well as Northern Ireland, Norway, and Switzerland, are now required to submit ENS data through the ICS2 framework.

What has changed?

Until June 1, 2026, several Member States were permitted to continue using ICS1 for certain road and rail movements under temporary derogations. Those derogations have now ended.

The filing framework is now harmonized across all participating countries and applicable transport modes.

ICS2 ENS covers: Air, Ocean, Road & Rail.

The requirements apply to goods entering or transiting through:

  • European Union Member States
  • Northern Ireland
  • Norway
  • Switzerland

The purpose of ICS2 ENS

ICS2 ENS enables Customs authorities to receive cargo information before goods arrive, allowing security and risk assessments to take place earlier in the supply chain.

The quality and timeliness of ENS data have become increasingly important. Accurate submissions support efficient border processing, while incomplete or incorrect information may result in additional requests from Customs authorities, delays, or disruption to cargo movements.
