Trade Tech is proud to announce the latest series of webinars where we will discuss MPCI, the United Arab Emirates’ new Maritime Preload Cargo Information program, which goes into effect on 31 July 2025.

This new security filing regulation, managed by the UAE National Advance Information Center (NAIC), mandates the electronic submission of cargo details at least 24 hours prior to vessel loading at origin ports for every containerized shipment destined for import into the UAE. The House Bill issuer, typically a UAE-based freight forwarder or their delegated overseas agent, must file the advance cargo data. Late, incomplete, or incorrect filings may result in Do Not Load instructions from the National Advance Information Center (NAIC), as well as penalties and shipment delays.

Key Requirements of UAE MPCI Program:

  • The filing is mandatory. All containerized shipments destined for import into the UAE must be filed 24 hours prior to loading at the origin port.
  • Master Vessel Operators, Freight Forwarders, Master Loaders, and Co-Loaders are all required to file declarations.
  • Forwarders must clearly identify the actual shipper and consignee in their filings.
  • The UAE-based freight forwarder or agent remains legally responsible for filings, even when they delegate submission to overseas agents.
