Who is Required to File Under the UAE MPCI Program?

The MPCI Program applies to all containerized ocean freight heading to UAE ports, including imports, transshipment, cargo in transit, and Freight Remaining on Board (FROB).

The parties responsible for filing include:

  • Shipping lines: They must submit the details of the Carrier’s Bill of Lading.
  • Freight forwarders and NVOCCs: They are responsible for submitting the House Bill of Lading.
  • Master Vessel Operators, Freight Forwarders, Master Loaders, and Co-Loaders: Each must submit their necessary Bill of Lading information.
  • Forwarders: They are obligated to clearly identify the actual shipper and the final consignee.

Key Requirements for MPCI Filing

To comply with NAIC MPCI mandates, the following data must be submitted electronically before the vessel sails:

  • Bill of Lading information: Including the bill number, date of issue, and the ports of loading and unloading.
  • Container and seal identification numbers.

  • Information about all involved parties: This includes the shipper, consignee, notify party, freight forwarders, and agents.
  • Details about the vessel and its voyage.
